Proposed Solution to Gulf Oil Leak

In essence, the proposed solution consists of placing a porous frame over the leak that has inflatable diaphragms that could be filled with seawater once the frame is ballasted in place.  Once the leak is adequately slowed via this method, a steel form could be placed around the frame and filled with concrete to seal the leak.
